Sansad Adarsh Gram Yojana Scheme

Sansad Adarsh Gram Yojana is a rural development project launched by the Central Government of India. The program focuses on the development of villages including social and cultural development in addition to spreading motivation among the people regarding the social mobilization of the village community.

What is the Goal of SAGY?

Taking inspiration from the speech of Mahatma Gandhi on the development of India, PM Modi has set up a goal of establishing a minimum of one modern village by all parliamentarians in their constituency. For successful implementation of SAGY, the guiding principles include leveraging the popularity and leadership of Parliament Members among the individuals in their concerned constituencies with an intention to guide and compel the program.

It is very important to initiate involving people from almost all the sections so as to contribute to several development programs. Be sure that the local involvement will get succeed in bringing together several initiatives by the private and public agencies in a planned & coordinated manner.

Focus on the sustainability and outcomes of various initiatives to build a long-term relationship on the basis of guidance and co-operation from several voluntary organizations, co-operatives, research, and academic agencies.

Holistic Development under SAGY:

Personal Development:

Targeting each and every individual, the scheme aims to bring out higher consciousness regarding personal health & hygiene in addition to maintaining cleanliness in and around the home. It will imbibe a healthy lifestyle, which built around regular workouts, by avoiding some unhealthy habits including smoking, alcohol, and substance abuse.

Human development:

Through the issuance of medical cards, the program will assure the growth of medical facilities. Further, it will assure a universal access to regular medical examination and basic health amenities. Improve the nutritional status with an essential focus on lactating mothers, pregnant mother, children, and young girls. Implement a medical program that covers up to 100% immunization for virtually every resident of the village.

Be aware of upholding a balanced sex-ratio by assuring access to the special needs and facilities of people with disability. Create awareness about the impact of water, air, and soil pollution as a major step to control them.

Economic Development:

For developing opportunities to generate livelihood, optimally make use of local resources so as to enhance agriculture and other allied activities including horticulture and livestock.

Develop modern methods to increase agricultural output with the help of soil testing, organic farming, high-yielding seeds, micro-irrigation, crop intensification techniques, and much more. Set up agro-service centers, issuance of health cards, and seed banks. Promote livestock management by means of establishing Gobar bank, cattle hostel, and veterinary services. Enhance rural entrepreneurship opportunities in dairy development, processing, traditional industries, micro-enterprises, and post-harvest applications. Develop employment opportunities in eco-tourism and villages. Implement skill development programs for youth.

Access to Better Amenities & Services:

Implementation of pucca houses for people who are living in kuccha house and also for homeless people. Provide piped drinking water to every home in addition to building roads that can withstand all weather conditions. Provide electricity to every household by enhancing the use of solar for cooking and electricity purposes. Develop street lighting with help of solar power. Public buildings like school, Gram Panchayat, Anganwadi, Medical facilities, Community Hall, and Crematorium receives Pucca structures. Implement public facilities such as Micro Mini Banks, PDS Outlets, ATMs, along with making broadband services available to all by offering access to a common web-based service to every village resident.

Social security:

As an important objective, it especially focuses on launching a wide range of social security programs such as Aam Aadmi Bima Yojana, Health Insurance Program-RSBY, and much more to every eligible family. For the widows, old & aged, and disabled families allow pension schemes together with an access to PDS facilities.

Good Governance:

With the effective use of E-governance, the Gram Sabha and Gram Panchayat should be strengthening in order to improve the monitoring of service delivery according to the Department's Citizen Charter. To successfully facilitate the implementation and monitoring of program, remote sensing-based GIS technology is utilized to map the physical assets of each and every village.

To offer geo-tagging application tools, the National Informatics Center would be engaged in program monitoring by using necessary inputs The District ATMA and the local Krishi Vigyan Kendra would be engaged to boost and monitor the agro-based practices by offering all essential inputs.

To offer all essential information, support, and training to enhance opportunities for livelihood and employment at the village level, institutions such as The Bank of Ideas & Innovation and The National Innovation Foundation would tap through the State Rural Livelihood Mission.

Under the guidance of Ministry of Rural Development and IIT Delhi, latest innovations are developed to promote low-cost building materials along with housing technologies.

The National Roads Development Agency will train effective technologies to build the road. Ministry of Drinking Water & Sanitation promotes the development of waste and sanitation management by using locally developed low-cost technologies.

Establish publicly visible standard operating procedures and clear guidelines to implement and monitor all programs.

Identify an Adarsh Gram:

For an Adarsh Gram, villages located in the plain areas with the population of around 3000-5000 or 1000-3000 in the hill & tribal areas will be ideal. The Parliament Member is free to select his or her individual village as the Adarsh Gram. Each Member of Parliament should find out a village for the primary development and for subsequent inclusion, he or she may 2-3 more villages under the scheme. The chief goal of this program is to have at least one Adarsh Gram by 2016, with at least 3 by 2019. Therefore, the target is to establish a minimum of five Adarsh Grams by the year 2024 at the rate of one village per year.

Duties of Each MP:

  • Identification of Adarsh Gram and public mobilization of village members through an array of inclusion initiatives
  • Convey the values and purpose of this scheme to every resident by defining benefits and goals clearly
  • Get suggestions from the village residents to define a roll-out plan
  • To fill the crucial gaps, mobilize essential resources via local contribution in addition to using MPLADS funds if possible
  • The Parliament Members should periodically monitor the step and progress to remove any roadblocks, which might arise from the community engagement
  • Be sure that there is a complete transparency in the implementation of the program. The outcomes and benefits of monitoring are also transparent regardless of all grievances

Current status of Sansad Adarsh Gram Yojana:

Though the present government of India has started steps towards the progress of SAGY, some opposite sections have questioned regarding the utilization of MPLADS fund for this scheme because they are previously used under several schemes being launched by the former administration. So, the present government is engaged in compromising opposition members to receive their approval and also their engagement in SAGY.
